Angel Villalobos is a Project Director & Change Consultant at Change Matrix and Co-Director of Expanding the Bench® (ETB), where he leads national, federal, and philanthropic initiatives focused on Culturally Responsive and Equitable Evaluation (CREE), field building, and community-driven systems change.
A learner, connector, and problem solver, Angel supports initiatives such as Expanding the Bench®, the Systems Alignment for Innovation Hub (SAIH), and Community Research for Health Equity (CRHE). His work is grounded in co-creation, relationship-building, and community context, helping partners design evaluation and learning efforts that honor lived experience and shift how power and knowledge flow across systems.
With more than a decade of experience advancing CREE through evaluation, technical assistance, and collaborative learning, Angel works across sectors to strengthen shared learning structures and support collective leadership. His efforts center on helping organizations and funders reimagine how they engage with communities historically excluded from decision-making.
He is based in El Paso, Texas, where he enjoys caring for his many houseplants, exploring creative hobbies, and spending time with his pug, Shadow
